Our Commitment to Safety
O
Over the years, we’ve made a number of changes to help ensure that communities are safe, civically-engaged, supportive, informed and inclusive. We have a multi-faceted approach to safety that focuses on three key areas:
- Create a Safe and Welcoming Community: Our goal is to protect people from harm and give them more control over their privacy, data and the content they see. We take our role in keeping harmful content off our platforms seriously and our Community Standards outline what is and is not allowed on Facebook and Instagram.
- Maintain a High Quality Ecosystem: We work to maintain a high-quality ecosystem of content, publishers and ads, including by setting standards like our Partner Monetization Policies and Content Monetization Policies. Only publishers that agree to comply with our policies can show ads. Advertisers continually request more controls and transparency into where ads have shown up and will show up. Brand safety controls are available for placements within publisher content, such as in-stream, Instant Articles or Audience Network.
- Collaborate Proactively and Collectively with the Industry: We work with industry bodies and other tech platforms to share knowledge, build consensus and help make all platforms safer for people and advertisers. As an example, we have come together through the Global Alliance for Responsible Media (GARM), a global collaboration with agencies, media companies, platforms and industry associations, to continue to improve digital safety.

Safety is essential to the advertiser community. We remain committed to auditing and providing more transparency on measurement of violations and those controls we provide. We'll continue to add to this post as we announce updates. Here is a look at our progress to date:

Our teams continue to focus on finding and removing deceptive campaigns around the world — whether they are foreign or domestic. In March, we removed 14 networks from 11 countries. Five networks — from Albania, Iran, Spain, Argentina, and Egypt — targeted primarily people outside of their countries. AI and Hate Speech Detection: Updating On Our Progress
In the final three months of 2020, we did better than ever before to proactively detect hate speech and bullying and harassment content. 97 percent of hate speech taken down from Facebook was spotted by our automated systems before any human flagged it, up from 94 percent in the previous quarter and 80.5 percent in late 2019. We announced a new feature to help people evaluate the authenticity of accounts with large followings on Instagram. “About this Account” shows the date the account joined Instagram, the country where the account is located, accounts with shared followers, any username changes in the last year and any ads the account is currently running.

Disrupted Financial Incentives for Spammers, Made it Easier to Report Hoaxes and Began Flagging Disputed Stories as False
We focused our efforts on the clear hoaxes spread by spammers for their own gain, and on engaging both our community and third party organizations. The work fell into the following areas:
- Made it easier to report a hoax
- Flagged stories as disputed if fact-checking organizations identified a story as fake and added a link to the corresponding article explaining why
- Disrupted financial incentives for spammers

Joined Cross-Industry Partnership to Fight Terrorist Content
We committed to the creation of a shared industry database of “hashes” — unique digital “fingerprints” — for violent terrorist imagery and videos that we removed from our services. By sharing this information with each other, we use the shared hashes to help identify potential terrorist content on our respective hosted consumer platforms to lead to greater efficiency.
